About the Position

The Commissioner serves as the administrative head of DHPD and is responsible for:

• Overall department management and strategic direction
• Policy formulation and implementation
• Coordination with central government agencies
• Project oversight and performance monitoring
• Stakeholder engagement and public accountability
• Liaison with Chief Minister's office and state cabinet

Reporting Structure

The Commissioner reports to:

• Chief Minister of Arunachal Pradesh: For overall policy direction and major decisions
• Deputy Chief Minister (Power Portfolio): For power sector coordination
• Chief Secretary: For administrative coordination and state government matters

Key Responsibilities

Policy and Regulation

• Develop hydropower policies and regulatory frameworks
• Ensure compliance with central directives
• Coordinate with Ministry of Power and CEA

Project Management

• Oversee portfolio of 112 hydropower projects (~47,993.5 MW)
• Manage 8 completed, 8 under-construction, and 96 implementing projects
• Monitor project performance and timelines

Basin Development

• Coordinate across seven river basins
• Ensure basin-wise development strategies
• Address basin-specific challenges

Stakeholder Coordination

• Liaison with central ministries
• Engage with developers and private sector
• Interact with local communities and NGOs
• Coordinate with environmental and forestry agencies

Compliance and Monitoring

• Environmental and social compliance oversight
• Committee coordination (Concession, SLMC, STEC, etc.)
• LADF implementation and monitoring
• Performance reporting
